MIxed experience. Cable can be made to work, but missing instructions and TSB on new method
This part is listed as correct fora Toro 30" timemaster #20199 mower. When i received it, it was 1.5 feet shorter than the OEM cable i removed, and would not reach in the original routing placement. No instructions were provided. I did find a way to route it differently and it works OK. My guess is that Toro made a running change. So the big problem is that a) the vendor did not include instructions b) the vendor did not include nor reference whatever Toro TSB was issued with the change. c) when I contacted them they still said nothing. So you can make this work, but if you have an older (i'd guess) Tmemaster it will not match the old cable nor follow its route. Use the hole closer in, near the left rear wheel. You must route it around the belt however.

Quality cable for Toro Timemaster
The original transmission engagement cable had severed after 3 years of use. I watched a few YouTube videos and decided it was an easy DIY replacement. Ordered the cable and received within a few days. Placed the lawnmower on its side and removed the old cable easily. Installed the new cable which was identical in every aspect. I’ve used the mower several times since the installation with no issue. The cable is high quality and matches factory specifications.
