Has anyone used this nas with plex?

Yes. Ive been using this NAS (with 2x 10 TB WD Red drives inside) to host my Plex Media Server for several years now. Initially just used for my FLAC music files played from my CD rips. But lately Ive been putting on all my Bluray rips of my movie collection as well. Even though this NAS doesnt have much memory/CPU power, as long as I rip the files in MakeMKV and use H264, and dont include subtitles (or only the Forced ones; note you can get the free ones from the opensubtitles site anyways) I dont have any issues with DirectPlay of the movies withoutforcing the NAS to have to do Transcoding which you DONT want it to have to do., even with the high bitrate Dolby Master Audio or TrueHD soundtracks. Of course Im using my NVIDIA Shield for the playback so that helps since it DOES have hardware and video acceleration. I have a fast hardwired Ethernet internet with 500 up and 500 down speeds and so thats key as well. But no hiccups. Just takes a LOT of time and dedication to get it all setup and rip all your content. But I love my NAS/PMS. But lots of folks use Synolgy instead. WD is a beginners NAS and Ive read a lot of horror stories as well so your results will vary. Good luck

Im assuming any advertised capacity would be half using raid 1?

Correct.
If you buy the 8TB, what you receive is 2x 4TB drives, which when configured as RAID1 will get you almost 4TB total storage, allowing for 1 drive failure and still keep your data.

Is the 8tb option include 1 drive at 8tbs or 2-4tb hdds?

Actually, you probably DO want RAID.  There are types of RAID.  You probably want RAID 0, which stripes the drives and presents both drives as one volume, and allows a performance increase as the system reads from both drives simultaneously.  At that point, if you want, you can split it up into chunks like a regular hard disk.  RAID 1 is where the drives mirror each other, so you get redundancy, but you don't get the full size of the drive.  But the drive also supports JBOD, which will present 2 disks, and spanning, which presents the drives as one volume, but in a linear fashion, which fills one drive before starting to place data on the other.  Of the four, RAID 1 is the 'safest' as the data is mirrored, but you lose half of the capacity, while RAID 0 offers size and performance.  But you CAN opt for JBOD or spanning.
